Apparently the popularity of Electronic Arts Movie Tie-ins based on LOTR was the reason game was canned.Publisher Vivendi thought there was no way they could compete, so canned the project.

The Lord of the Rings: The Treason of Isengard cancelled

Vivendi Universal Games has canceled the release of The Lord of the Rings: The Treason of Isengard for Xbox and PlayStation 2.

Scheduled for release in Q4 2003, Treason of Isengard was dropped from the release schedule when it was determined that the game was not shaping up as strongly as anticipated and would likely not satisfy the expectations of Tolkien fans.

Vivendi Universal Games remains committed to developing and releasing quality games based on the literary works of J.R.R. Tolkien and we look forward to the release The Hobbit and The Lord of the Rings: War of the Ring this November, as well as Middle-Earth Online next year.

This was in development by Surreal Software, the developers of The Suffering games and the cancelled This is Vegas for Midway and then later WB Games. They did the first Vivendi Universal LOTR game (“Fellowship of the Ring”) in their series of LOTR games released under the Black Label Games label, all ostensibly based on the novels but developed in time for the movies’ releases to capitalize on the publicity even if EA had the license to make the games ACTUALLY based on the movies. Besides Surreal Software’s efforts, Vivendi also put out The Hobbit game and LOTR: War of the Ring.

Surreal Software ended up naming their Two Towers game “The Treason of Isengard” (the title of an actual book in Christopher Tolkein’s series of other LOTR books) instead since EA had their Two Towers game. It would’ve been more action-focused than the Fellowship game, and feature a bunch of playable characters including Treebeard apparently, and players would’ve been able to switch between characters mid-level. Not, like, as a game mechanic, but just to follow whoever had stuff going on according to the narrative. It also would’ve featured multiplayer.

Apparently, there were plans to do the full trilogy with Surreal Software, but obviously there would be no third game when ToI was cancelled.
