Games origins can be traced back to a full 3D vehicle dynamics system,Bizzare Creations wrote for the PC,but were unable to fit into the PS1 memory.

MSR at 1 stage had the living..breathing city Bizzare had promised..people walking around..cars..buses etc doing their own thing, but sadly the car manufacturers weren’t happy with the concept of their cars hitting people etc..so they were removed.

Sega had done market research which showed people wanted authentic cars so in order to keep the licences, Bizzare cut the features.

The games replay mode..detailed in the manual..cut at very last minute. .as it was found there were issues with the cars A.I routines during these.
