Oh man! This game was released in Japan. It is part of the Hiryuu no Ken (Flying Dragon in the US) series by Culture Brain. The Japanese name of this game is Hiryuu no Ken Special: Fighting Wars. For an NES game, it has a really interesting fighting system were you hit “spots” on your opponent while defending yours. You can even counter-attack your foes. This game is not the only Hiryuu no ken game to use this system though, there are atleast 3 or more other games that use this. Two of the the later games were SD Hiryuu no ken for Super Famicom, and Flying Dragon for the N64 where they called it the “minds eye” and depending on what color the minds eye (or “spot” was) you could instantly KO your opponent.
